Why not open the PDF in Google Docs directly?
Google Drive can open a PDF with Google Docs, but it keeps mostly the text: tables, columns and the page layout are often lost, and pictures can be dropped. Converting to DOCX first keeps the fonts, tables, pictures and page breaks, and Google Docs imports those.
Google Docs may swap a typeface it does not have for one of its own, so a line can wrap differently than in Word. The words, tables and pictures stay the same.
